Paul has over 27 years of experience in public safety and Emergency Medical Services operations, with eight years of experience managing Adams County Ambulance and E.M.S., in Illinois. As the Ambulance Service Director and Chief of Emergency Medical Services, Paul manages general E.M.S. operations and the business offices of the department, and is responsible for strategic planning, as well as fiscal and clinical oversight.
Paul is a paramedic licensed in Illinois and Missouri, and is registered by the National Registry of Emergency Medical Technicians. He currently serves as a member of the executive board of the Illinois State Ambulance Association, is a member of the National EMS Management Association, serves on the Blessing/JWCC Paramedic Program Advisory Committee, and has served as supervisory committee member of the Quincy Municipal Credit Union. He holds a Certificate of Paramedicine and an Associate of Arts Degree from John Wood Community College, and a Bachelor of Applied Science Degree in Organizational Management from Hannibal-LaGrange University.
Phil has more than 30 years of healthcare finance, business office operations, and revenue cycle experience. As Director of Revenue Cycle Operations for Medical Business Resources, Inc., Phil evaluates and identifies cash recovery opportunities for operational improvements. Through collaboration with healthcare providers, he provides education and training to enhance their staff's knowledge and productivity. He has served as the Business Manager of Surgical Services for Blessing Hospital in Illinois before being promoted to Administrative Director of Revenue Cycle Management, the Group Director of Patient Financial Services for Hannibal Regional Hospital, and former Director of Patient Financial Services and Risk Management for Platte Valley Medical Center. Phil has served as Adjunct Instructor for the School of Health Management, a division of the A.T. Still University of Health Science, and is on the Vatterott College Advisory Board. He is a national member of the American Association of Healthcare Administrative Management (AAHAM), and past Missouri Chapter President. He holds an Associate of Arts degree from Hannibal La-Grange University, and a Bachelor of Science degree in Business Management from LaSalle University.
